Answered in season 4
Who cracked the bell, and why?
The bell cracked in the middle of its midnight ring last spring, and that night handed Crown City to the Hush Patrol. Ask Tolly about it and he changes the subject.
The answer
Tolly cracked it himself, on purpose, the night the hill rang so hard the tower swayed. In season 4 he confesses why: a city with no rests made the hill ring too hard.
